billy is a space for structural transparency and collective deliberation. Disagreement is welcome. Attacks on people are not. These guidelines describe how we keep that line clear.
billy makes corporate ownership visible and helps communities coordinate how their money moves. The community features — campaigns, statements, proposals, wishes, community nodes — exist so neighbours can deliberate together about where their spending goes and what they’d like to see in their community.
The app is grounded in the Parallel Systems protocol: consent-based governance, transparent ledgers, the principle that objections are information rather than obstruction, and care for the people on the other side of the screen. These guidelines follow from that.
Disagree with a position, a campaign, or a company — strongly, if you like. Don’t attack the person holding it. The test: would you say this to someone’s face in your own community?
If you’re stating that a company did something specific, link where you saw it. “Company X was fined $2M by the EPA in 2023” should be followed by a link to the record. Unsourced factual claims about companies will be hidden on review.
Slurs targeting any group, threats of violence, and posting anyone’s personal information (address, phone, workplace, family members) are removed on sight. This applies regardless of who the target is.
Don’t claim to be another person, a company representative, or an organisation you aren’t part of. If you work at a company being discussed, that’s fine to say — just be honest about who you are.
Creating multiple accounts to sway consent, quorum, or campaign outcomes undermines the governance model. Don’t do it. Detected sockpuppets will be removed and their contributions rolled back.
billy’s community nodes sit on Indigenous territories and carry territory acknowledgments. When posting in a node, respect the protocols of the land and the people whose territories host the community.
Moderation isn’t a service we provide to you — it’s how the commons protects itself. If you see content that crosses these lines, flag it. Your flag goes into a reviewed queue.

Content hidden by moderators stays visible to admins and is logged. Nothing is secretly deleted.
If your content is hidden or your account is suspended, you can appeal. The appeal form is in your moderation notice. Appeals are reviewed within 7 days.
An appeal is not an argument about whether the underlying idea is right — it’s about whether the moderation action matched the guidelines above. We err toward reinstating when in doubt.
Moderation is the community’s protection. Blocking is yours. If someone consistently makes the space worse for you, you can block them in Settings → Blocked users. Blocked users disappear from the surfaces you read; their votes still count in community aggregates, because blocking is about what you see, not what counts. Blocking is one-way and silent — the blocked user isn’t notified.
On neighbourhood projects, a lead and a neighbour who offered a connection can exchange messages in a private, project-scoped line that both parties opted into. Nobody’s identity is shared until both say yes. billy surfaces the connection; you organise what follows — you are responsible for your own interactions, including any in-person meeting or introduction you arrange.
Lines are time-limited and close when the project completes. Either party may report a line; reporting closes it for both of you and billy retains a limited safety record. Do not use a connection line to harass, deceive, solicit, or share illegal content — we may close lines and remove access for misuse, and we report child sexual abuse material to authorities as required by law. We never read open lines; access happens only when one of you reports.
A project lead may link their own fundraising campaign on FundRazr. The campaign belongs to the lead: FundRazr verifies the lead’s identity, processes and holds all contributions, and governs refunds under its own terms. billy never receives, holds, or transfers contributions and is not a party to any contribution you make.
Pledges recorded in billy are statements of intent visible to your neighbours, not payments. Project leads are responsible for delivering what they describe and for any tax consequences of funds they receive.
Today, moderation decisions are made by billy admins. As the Parallel Systems protocol rolls out, each community node will appoint its own stewards through the same consent process used for any collective action. Every moderation action is logged, reviewable, and reversible.
If you or someone else is in immediate danger, contact local emergency services first. If you’ve experienced harassment, threats, or abuse on billy and need to reach a human, email abilliapp@gmail.com with “moderation” in the subject line. We read these within 48 hours.
Significant changes go through consent-based review by the community. The “Last updated” date at the top reflects the most recent revision. Minor clarifications (wording, formatting) are made directly and noted in the app’s changelog.
Disagreement is welcome. Attacks on people are not. Factual claims need sources. Moderation is logged, appealable, and never based on viewpoint. Blocking is your personal tool; moderation is the community’s.
