These terms are an agreement between you and Parallel Systems (“we”, “us”), the maker of the Billy mobile app, based on Gabriola Island, British Columbia, Canada.
They cover your account and the things you post — campaigns you propose, statements you write on reasons boards, proposals, wishes, and anything else you contribute to a community in the app.
They do not cover:
Billy is not directed at children under 13, and you may not create an account if you are under 13. If you are between 13 and the age of majority where you live, you may use Billy only with the involvement of a parent or guardian.
Billy has three levels of identity, described in the Privacy Policy: Observer (no account, nothing leaves your device), Participant (Google or Apple sign-in, an opaque participant ID), and Verified / Pro. Only signed-in members above the Observer tier can propose campaigns or post statements.
You are responsible for what happens under your account. Creating multiple accounts to influence consent, quorum, or a campaign outcome is a breach of these terms — see the Community Guidelines.
You can delete your account at any time from Settings. What that removes and what is retained in anonymised form is set out in the Data Retention Policy.
You keep ownership of everything you write. We do not claim your words.
So that we can actually run the app, you give us a non-exclusive, worldwide, royalty-free licence to store, reproduce, and display the content you post, for the purpose of operating Billy and showing your contribution to the community you posted it in. This licence ends when you delete the content or your account, except for copies retained in moderation logs (section 7) or where a community record has already been anonymised into an aggregate.
We do not sell your content, and we do not license it to third parties for marketing.
Billy exists so people can say specific, checkable things about real companies. That only works if what gets posted is honest. When you post, you are telling us that:
The Community Guidelines are the operative content standard, and we have not restated them here so that there is only one version to keep current. The standards in them — what is and is not acceptable to post — are part of this agreement. The response times and process steps they describe are how we aim to work, on a best-effort basis, rather than guarantees we are contracting to meet.
This is the most important thing in this document, so it gets its own section.
A campaign in Billy carries a reason — free text naming a company and saying something about it. Some campaigns are written by us. Some are written by community members. A campaign written by a member is marked as such, on the campaign itself.
Community votes, consent counts, and campaign outcomes reflect what the people in that community decided. They are not our findings about a company.
Moderation is described in full in the Community Guidelines. In summary, we may hide content, suspend an account, or remove an account permanently where these terms or the Guidelines are breached. Hidden content is logged rather than silently destroyed, and moderation decisions can be appealed through the process set out in the Guidelines.
We may also remove or hide content in response to a credible complaint from a person or company it concerns, or where we are required to. Acting on a complaint is an operational step. It is not an admission that the content was false or unlawful, and it is without prejudice to any position we or the poster may later take.
We are one small operation. We do not review everything before it is posted, and we are not able to. Nothing in this section is a promise to find or act on any particular piece of content.
If a claim about a company is wrong, tell us and we will look at it. The fastest route is in the app: the Report a correction flow lands directly in a triaged queue. It is the channel we actually watch.
If you cannot or would rather not use the app — including if you are a company or a person written about in Billy, or acting for one — write to abilliapp@gmail.com. Tell us what the claim is, where in the app you saw it, and what you say the position actually is. A link to a document backing that helps and makes it much faster.
We aim to acknowledge a notice about a specific factual claim within a few days and to resolve clear-cut corrections within a couple of weeks. Those are targets on a best-effort basis, not guarantees, and they will vary with volume. Billy is run by one person.
Acting on a notice — correcting a claim, hiding a campaign, removing content — is an operational step. It is not an admission that what was there was false or unlawful, and it is without prejudice to any position we or the person who posted it may later take. We may decline notices that are facially unsupported, duplicative, or made in bad faith.
We work hard on the data, but Billy is provided on an “as is” and “as available” basis. We do not warrant that the app will be uninterrupted, that every claim in it is accurate or current, or that it fits any particular purpose of yours. Ownership and influence data is assembled from public records that are themselves incomplete and that change.
Nothing in Billy is financial, legal, or investment advice. Decisions about where you spend your money are yours.
To the extent the law allows, we are not liable for indirect, incidental, special, or consequential losses, or for lost profits, arising out of your use of Billy. Where we are liable, our total liability to you is limited to the greater of the amount you paid us in the twelve months before the claim, or CAD $100.
Some things cannot be limited, and we are not trying to. Nothing in these terms excludes liability for fraud, for death or personal injury caused by negligence, or any right you have under the British Columbia Business Practices and Consumer Protection Act or other consumer protection law that cannot be waived by agreement. If a court finds part of this section unenforceable, the rest still applies.
If someone brings a claim against us because of something you posted, or because you breached these terms, you agree to cover our reasonable direct costs of dealing with it — but only to the extent the claim actually arises from your content or your breach, only where you acted deliberately or carelessly, and only to the extent the law permits us to ask this of you.
You can stop using Billy at any time and delete your account from Settings. We may suspend or end your access for a breach of these terms or the Community Guidelines, following the process in the Guidelines. Sections 4 (the licence, for content already displayed), 9, 10, 11, and 13 survive the end of this agreement.
These terms are governed by the laws of the Province of British Columbia and the federal laws of Canada that apply there, and the courts of British Columbia have jurisdiction.
If you are a consumer resident somewhere else, this does not take away any right you have to bring a claim in your own local courts, or the protection of consumer laws there that cannot be contracted out of.
We may update these terms. If a change materially affects your rights, we aim to tell you in the app before it takes effect. The date at the top reflects the most recent revision. Continuing to use Billy after a change means you accept the updated terms.
These terms describe how we currently intend to run Billy. Where this document sets out what we aim to do, those are best-effort goals, not service-level guarantees. We reserve all rights and defences available to us, and nothing here waives any of them. If any provision is held unenforceable, the remainder continues in force.
