parley is where a place takes stock of itself, decides what matters, and pools what it has to do something about it.

Money is only one way a place can be rich. parley asks where our communities are strong and fall short. Pull a slice out to say it's strong, push it in to say it's short. Switch between yours and everyone's to see how your neighbours see it.

Only people in your place can see its wheel. It updates once a day, and a kind of wealth only fills in once five neighbours' grades count. Your own grades start counting a week after you first check in.

neighbourhoods

Check in where you live and you're part of that place's wheel. Groups can form around a street, a town or a cause, and anyone can join. Talking happens where people already talk: each group can link to its own chat.

Most votes pick a winner and leave everyone else out. parley looks for what people agree on across the room.

Anyone can add a short statement. Everyone votes agree, pass or disagree, one at a time.

People who vote alike land near each other, so you can see the real groups instead of guessing.

What moves forward is what both groups agree on. Not the loudest voice, not a bare majority.

Taiwan used this method to settle how Uber would operate there after years of deadlock (vTaiwan, 2015). In Bowling Green, Kentucky, 2,000 residents used it to set a town agenda (2018).

Open Collective Treasury

billy is a BC benefit company, which means the public good it serves is written into the law that created it. Our mission is to become owned by the people who use billy and the people who build it, with any profit going into a treasury you vote on. billy and parley are tools to bring power back to the people.

When a place decides to do something, it usually needs money. parley is building one shared treasury with a separate book for each group.

It's held by an open, independent host, and you give through them, not through parley.
